Cynthia Hegarty Awarded 2024 Raeder Larson Public Service Award

MINNEAPOLIS – July 18, 2024 – Winthrop & Weinstine is proud to announce that Cynthia Hegarty, counsel in our Creditors’ Remedies, Bankruptcy & Work-Out group, was named as the recipient of the 2024 Raeder Larson Public Service Award by the Bankruptcy Section of the Minnesota State Bar Association (“MSBA”).

The Raeder Larson Public Service Award honors a member of the MSBA’s Bankruptcy Section each year for their outstanding service to the public through the provision of pro bono legal services in the areas of debtor/creditor bankruptcy related issues and dedication to a system of equal justice for all. Cynthia has volunteered with the Volunteer Lawyers Network (“VLN”) since 2006 and currently serves on VLN’s Board of Directors. Her involvement with the organization has grown over time, and she has become one of the most dependable volunteers with Bankruptcy Advice Clinic and VLN’s Bankruptcy Screening Program. Since 2021, she has completed 57 cases for VLN through this program, and she has taken on clients requiring assistance with bankruptcy litigation. In addition, Cynthia volunteers her time with Southern Minnesota Regional Legal Services and LegalCORP.

Cynthia  represents creditors, receivers, banks, landlords, bidders, and buyers in connection with bankruptcy, workouts and financial restructuring, creditors’ rights and remedies, and receivership, as well as avoidable transfer and preference litigation, and avoidance claims in bankruptcy proceedings. She has experience coordinating groups of lenders, landlords and other creditors in forming ad hoc committees to protect their collective rights in state court and bankruptcy proceedings, as well as representing buyers and sellers in acquiring and selling distressed assets, both in and out of bankruptcy. She is active within the MSBA and has previously served as the Chair of the Bankruptcy Section and as a member of the Leadership Counsel.

Winthrop & Weinstine, P.A. Adds to Team with Director of Human Resources and Three New Attorneys

 MINNEAPOLIS — July 2, 2024. Winthrop & Weinstine, P.A. is pleased to welcome to the firm Stacy Locsin, Director of Human Resources, and three new attorneys, Carsten Archer, Rachel Kurth, and Kelsey Mellan. Carsten Archer has joined the firm as an Associate in the Tax Credit Financing & Syndication practice; Rachel Kurth has joined the firm as an Associate in the Regulatory & Government Relations practice; and Kelsey Mellan has joined the firm as an Associate in the Employment Counseling practice.

Stacy Locsin, Director of Human Resources, has a proven track record of human resources leadership stemming from her past executive experiences at several large, local law firms and her operational experience with national and international organizations. She strives to provide Winthrop’s employees with the benefits and resources to do their best work and to reinforce the value they bring to the firm. Stacy received her B.A. from the University of Minnesota – Duluth, and her MBA from Augsburg University.

Carsten Archer, Associate in the Tax Credit Financing & Syndication practice, joins Winthrop’s dedicated team of professionals working to advise real estate developers and investors on matters of complex federal and state tax credits. He has experience analyzing intricate tax complications and forward-looking tax implications, as well as performing complex business tax revenue forecasts. Carsten earned his LL.M. in Taxation from the University of Florida Levin College of Law, his J.D., cum laude, from the University of South Dakota Knudson School of Law, and his B.S., summa cum laude,  from South Dakota State University.

Rachel Kurth, Associate in the Regulatory & Government Relations practice, represents clients on regulatory, litigation, and transactional matters, with a specific focus on the healthcare industry, including issues related to federal fraud and abuse laws, state and federal privacy laws, and health services licensure. She also has extensive experience representing cannabis and hemp organizations and has published reference materials and legal updates on Minnesota’s new, legal cannabis landscape with Minnesota CLE and the Minnesota State Bar Association’s publication, Bench & Bar. Rachel received her J.D. with certificates in Health Law and Health Care Compliance, summa cum laude, from Mitchell Hamline School of Law where she was an Editor for the Mitchell Hamline Law Review, and her B.S. and B.A., both magna cum laude, from the University of North Dakota.

Kelsey Mellan, Associate in the Employment Counseling practice, provides advice and guidance to her clients on issues regarding the workplace, including compliance with state and federal employment laws,  the preparation of employee handbooks and policies, the investigation and resolution of employee complaints, the implementation of workforce transition strategies, and the drafting of employment-related contracts, such as severance agreements, employment agreements, and restrictive covenants. She also frequently draws upon her past employment litigation experience in her current counseling practice. Kelsey earned her J.D. from Wake Forest University School of Law, cum laude, where she was an Executive Editor of the Wake Forest Law Review,  and her B.A. and ABA-Approved Paralegal Certification, cum laude, from Hamline University.
