MINNEAPOLIS — July 13, 2026. Winthrop & Weinstine, P.A., is pleased to announce the addition of three attorneys, expanding the firm’s capabilities across multiple areas of focus. Lucas Bowerman and Kate Riggers join Winthrop as associates in the firm’s Business & Commercial Litigation practice, and Joel de León joins as counsel in the Data Privacy, Cybersecurity, and Artificial Intelligence practice.
Lucas J. Bowerman represents clients in a wide range of civil litigation matters, with an emphasis on labor and employment matters. His practice includes defending and advising on discrimination and harassment claims, whistleblower and retaliation matters, agency investigations, and other complex workplace disputes. Lucas earned his J.D., magna cum laude, from Loyola University Chicago School of Law, where he was the Editor-in-Chief and Associate Editor of the Loyola University Chicago Journal of Regulatory Compliance, and his B.S. from the University of Minnesota.
Joel J. de León advises organizations on data privacy, cybersecurity, and artificial intelligence, helping clients develop practical compliance strategies to navigate evolving U.S. and international regulatory requirements. He has experience guiding organizations through cross-border data privacy issues, cybersecurity incidents, AI governance, and compliance with laws including the GDPR, CCPA, HIPAA, and FERPA, and is a Certified Information Privacy Professional/United States (CIPP/US). Joel earned his J.D. from Mitchell Hamline School of Law, his M.Ed. in Public School Administration from Texas A&M University, and his B.A. from the University of Houston-Downtown.
Kate E. Riggers represents clients in all types of corporate and commercial litigation. Drawing upon her recent judicial clerkship experience with the Honorable Hilary Lindell Caligiuri, Minnesota State Court, Hennepin County, Kate has spent considerable time in the courtroom, observing oral arguments, evidentiary hearings, and jury trials; analyzing complex legal issues; and drafting orders on constitutional and evidentiary motions. Kate earned her J.D. from the University of Minnesota Law School, where she was the Lead Note and Comment Editor for the Journal of International Law, a regional semi-finalist for the mock trial team, and President of the Federal Bar Association, and her B.S., highest honors, from Montana State University.
